Regulator: Consumer, Building and Occupational Services (CBOS)

Tasmania has paused implementation of NCC 2025 measures entirely, giving the state's construction industry more time to prepare for the changes. CBOS administers building permits and licensing under the Building Act 2016. Tasmania has specific requirements for heritage buildings, particularly in Hobart's historic Battery Point, Salamanca and North Hobart precincts, where renovation work must comply with heritage overlay provisions. The state's cooler climate drives different insulation and condensation management requirements compared to mainland states.

Construction Costs in Hobart

Tasmania's construction costs have risen significantly since 2019 as the state's population has grown: new residential builds run $2,000โ€“$2,800 per square metre for project homes and $3,000โ€“$4,500+ for custom builds. Hobart in particular has seen sharp cost increases due to limited land supply and a construction workforce that hasn't kept pace with demand. Material costs are higher than mainland capitals due to freight โ€” the Bass Strait crossing adds $50โ€“$100 per tonne to delivered material costs. Ready-mix concrete averages $280โ€“$350 per cubic metre delivered.
