Licensing and Regulation in Victoria

Regulator: Victorian Building Authority (VBA), transitioning to the Building and Plumbing Commission (BPC)

Victoria has undergone significant building reform. The Domestic Building Contracts Amendment Act introduces stricter deposit limits, clearer contract variation processes, and capped cost escalation clauses for high-value projects, commencing 1 December 2026. Security of Payment reforms commencing 1 September 2026 abolish the excluded amounts regime and introduce monthly claim rights. The VBA is transitioning to the new Building and Plumbing Commission (BPC) to streamline compliance and dispute resolution. Victoria requires registered building practitioners for most building work, with a domestic building insurance requirement for projects over $16,000.

Construction Costs in Melbourne

Melbourne construction costs are among the highest in Australia: new residential builds run $2,200โ€“$3,200 per square metre for project homes and $3,500โ€“$6,000+ for custom builds. Inner-city renovations in suburbs like Fitzroy, Richmond and Brunswick often exceed $4,000 per square metre due to heritage requirements and access constraints. Ready-mix concrete averages $280โ€“$350 per cubic metre delivered. Melbourne's construction workforce has been under pressure since 2022, with labour costs rising 18โ€“25 percent. Scaffolding and site access costs are notably higher than other capitals due to strict WorkSafe Victoria requirements.

Climate and Material Considerations

Melbourne's climate is famously variable โ€” residents joke about four seasons in one day, and the building implications are real. Homes must handle hot summers (regular 40ยฐC+ days), cold winters (frosts in outer suburbs), high rainfall (600โ€“650mm annually, concentrated in spring), and strong winds. Condensation management is a critical issue โ€” Victoria's temperature swings create significant condensation risk in wall and roof cavities. The Building Code's condensation management provisions are particularly relevant here. Bushfire-prone areas (much of outer Melbourne and regional Victoria) require Bushfire Attack Level assessment per AS3959, which can significantly increase build costs through requirements for ember-resistant construction, specific glazing, and non-combustible materials.
