Regulator: Building and Energy (Department of Mines, Industry Regulation and Safety); Plumbers Licensing Board
WA has its own Building Act 2011 and Building Regulations 2012. The Building and Energy division oversees building permits, compliance and licensing. WA uses a permit authority system where local governments issue building permits. The state has specific requirements for termite management in new construction and for reactive soils common across the Perth metropolitan area. WA's planning system operates through the Planning and Development Act 2005, with development applications processed by local councils.
Perth construction costs have risen sharply since 2022 due to the mining sector drawing skilled labour away from residential construction: new builds run $2,200โ$3,200 per square metre for project homes and $3,500โ$5,500+ for custom builds. Perth's sandy soils generally make excavation easier and cheaper than other capitals, but reactive clay soils in some suburbs (particularly the northern and eastern corridors) require engineered footings. Ready-mix concrete averages $270โ$340 per cubic metre delivered. Labour availability remains a significant constraint in WA โ wait times for residential construction can exceed 12 months for new builds.
Perth has a Mediterranean climate with hot, dry summers and mild, wet winters โ similar to Adelaide but with slightly less extreme summer temperatures. Sandy soils require specific footing designs (often waffle-pod or strip footings on sand). Coastal salt spray degrades standard fasteners rapidly โ use Class 4 galvanised or stainless steel within 1km of the coast, which covers a large proportion of the Perth metro area. The Pilbara and Goldfields regions have extreme inland heat exceeding 45ยฐC, requiring special concrete mix designs and extended curing regimes. WA's southern coast (Albany, Esperance) gets significantly more rainfall and cooler temperatures, requiring different insulation and moisture management strategies compared to Perth.
Regulatory information is current as of April 2026 and is provided for general guidance. Always verify current requirements with Building and Energy WA or your local council before starting work.
